Tentative Agreement Reached at Verizon-East!
We Did It!

Just hours ago, the bargaining committees reached an agreement in principle with Verizon. The unprecented level of education, engagement, and mobilization of the united CWA and IBEW members brought us this contract in a very tough economic and political environment.

We made progress on all of our key objectives:

Break down the wall between the core and Verizon Business
  • Union recognition for 600 Field Techs and inside techs
  • Guarantee small and medium business exclusively for represented commercial
  • Bring new VZ B work to CWA-represented locations 100 at end of 2009 and 100 at end of 2010
Fair wage increase that protects our standard of living in a time of escalating food and fuel costs
  • 10.87% compounded increase
  • COLA increase
100% company-paid health care premiums
  • 100% company-paid premiums continue for actives and current retirees
  • Future hires will have a defined contribution formula for retirement health care

Increase pension bands 

  • 10.87% compounded increase

Creating more permanent, quality union jobs

  • 2,500 new union jobs (including VZB techs)
  • Approx. 75 video headend techs
  • Approx. 1,200 temps and terms converted to permament employees

Settle VZ Wireless, VCS, GNI contracts

  • Fair settlements achieved at all tables

Welcome to our new union brothers and sisters at Verizon Business!

A message to members from the Combined Bargaining Committee on behalf of the Regional Bargaining Committees for District 1 (Verizon North), 2 and 13 (Verizon mid-Atlantic) and the IBEW

After many months of bargaining with Verizon Communications, our united bargaining committees have reached an agreement in principle with management pending document review.

Throughout this process, we focused on ensuring our place in the work of the future.

Our critical goals also included health care for active and retired workers, retirement security and a fair wage increase.

The involvement and mobilization of tens of thousands of our members made a huge difference in these negotiations. All of us together showed our strength, our commitment, our determination to get the best possible agreement.

We’re proud to have represented the 65,000 union members at Verizon in these negotiations.

Chris Shelton, District 1; Ron Collins, District 2; Ed Mooney, District 13; George Welker, District 1; Steve Holland, District 2; Sandy Kmetyck, District 13; John Miller, IBEW Local 827 and Myles Calvey, IBEW Local 2222.


Following is a summary of the tentative agreement.

  1. Wages
    a. Effective 8/3/2008 3.25 %
    b. Effective 8/2/2009 3.5 %
    c. Effective 8/1/2010 3.75 %
  2. COLA
    a. Effective 8/1/2010
    b. One half of the increase in the CPI-W in excess of 3.75% between May ‘09 and May ‘10
  3. Corporate Profit Sharing
    a. $700 minimum distribution
    b. Paid in March of 2009, 2010, 2011
  4. Pension Band Increases
    a. Effective 10/1/2008 3.25%
    b. Effective 10/1/2009 3.5 %
    c. Effective 10/1/2010 3.75%
  5. Pension Lump Sum Cash-Out
    a. Pension Distribution Options remains in contract with no change in the language by which the amount is calculated
    b. Available at any time, for the length of the contract
  6. VZ Business
    a. 445 Field Techs in plant contract with carveouts
    b. 145 Inside Techs in plant contract with carve outs
    c. Guarantee small and medium business exclusively for represented commercial
    d. Bring new VZ-B work to CWA represented locations 100 at end of 2009 and 100 at end of 2010
  7. Video Head End – Video Work. Approx. 75 in plant contracts with carve outs
  8. Temps and terms to Perms (Approx 1,200)
  9. Three times a year discussion on union jobs and efficiency/growth with top management
  10. Active Health Care: Maintained full employer paid coverage with limited plan design changes
  11. Retiree Health Benefits
    a. Fully paid, no retiree pays during life of agreement
    b. Any changes in future health benefit plans for retirees will be negotiated with the Union in the same manner as that for actives and for future retirees.
    c. No current retiree will pay for health coverage through the end of 2011.
    d. No active employee who retires during the term of this agreement will pay or health coverage through the end of 2011.
    e. Caps on the Company’s contribution to the cost of retiree health coverage in 2012 and after have been raised as follows:
                i. Prior to Age 65 and Medicare Eligibility
                        1. Retiree Only: $12,580
                        2. Retiree + 1 25,160
                        3. Retiree + Family 31,450
                ii. Age 65 and after and Medicate Eligible
                        1. Retiree Only: $ 6,330
                        2. Retiree + 1 12,660
                        3. Retiree + Family 18,990
    f. Employees hired after August 2, 2008 will be covered under a new retiree health program.
                i. Once they retire (under the same eligibility requirements as currently required), they will receive an annual payment equal to $430 times years of service (to a maximum of 30 years).
                ii. The parties will negotiate this amount in future years to reflect changes in the cost of health coverage.
  12. Agreement to work for National Health Care Reform and provide $2 million a year during term of contract.
  13. New Dispute Resolution for Faster resolution of grievances
  14. Savings and Security Plan
    a. Add a Roth option to the 401(k) plan
    b. Allows investment of post tax dollars with no taxes applied to investment returns when assets are later distributed.
  15. Retiree Life Insurance
    a. Company-paid retiree life insurance benefits will be frozen at one-times the wage level attained on 8/2/2008.
    b. The minimum amount to be paid to beneficiaries of retirees who retiree after 8/2/2008 will be $20,000, even after age 65.
  16. Retirees who were hired after 8/2/2008 will be eligible for the minimum $20,000
  17. Increase supplemental insurance with ability to purchase 5 times salary
  18. Commercial Issues
    a. Collection

    d. NJ collection office issues
  19. Extend all existing District and Local Agreements and adjust all dates.

"You're Getting to Them!"

Yesterday, company representatives got up from the bargaining table in New York for a call with company management in D.C. about our mobilization efforts. There's no question, our bargainers say, "You're getting to them. We hear it from the company." Great work! Keep it up!

Here's a brief round-up of just some of the activities that have been getting under the company's skin.

Picketing, Rallying, Then Picketing and Rallying Some More

Thursday saw picket lines at hundreds of Verizon locations across the East . . . a huge Boston rally with 1,000 IBEW and CWA members at Verizon's New England headquarters, led by motorcycles . . . close to 200 L. 1400 members traveled to the Boston rally . . . L. 2336's rally and BBQ in Washington, D.C. . . . joint CWA & IBEW rally in Newark . . . . . . L. 2205 picketed at the Airport Rd. CSSC, Luck Ave. CO & Oakland Blvd. CMC and members have put up signs in their personal cars . . . rally in Syracuse . . . 200 members of L. 1101 and L. 1105 went back to 140 West St. and took over half the street; "the crowd kept growing and growing over the lunch hour" L. 2275 in Virginia has been practice picketing all week at Smithfield, Stafford, Manassas, Chesapeake, Virginia Beach and Courtland with the help of retirees (and has been continuing its COPE and EFCA sign-ups!) . . . picketing at all Brooklyn garages, with larger rallies at 7 garages by members of L. 1109 and L. 1105 . . .

The Troops Keep Rallying
Management needs some
. . . encouragement.
Negotiations have inched a little further ahead, but nowhere near close to enough to avoid a strike. Somehow, management still doesn't get it. No more stalling, no more delays! 3 days to go.
Members are rallying throughout Verizon-East today in crowds big and small. Many of the rallies will include members of other unions, elected officials, community groups like Jobs with Justice, faith groups, and other supporters. We're not alone! Read more.

The Verizon Wireless 64 Hang Tough
Also bargaining a new contract are the 64 CWA members at Verizon Wireless. They remain the only union workers among the 70,000 VZ Wireless employees. The company has tried time and again to bust their union, but they have fought back every attempt.
So it's no surprise that the company has been stalling even more than in core negotiations and hasn't moved on ANY of the Union's proposals. The VZW contract expires one day before core, on August 1st. Read more.

 
Don't Believe Everything You Hear
Once more we caution our memb ers not to pay attention to rumors. Your supervisor, manager, or director has no information about bargaining whatsoever. Our bargaining reports are accurate and timely and the only reliable source of information. Read more.

VZB Tech Won't Fall for the Oldest Trick in Management's Book

"Divide and conquer" is the oldest trick in the book, and Verizon management knows that it works. If the wall between Vz and VzB remains, if our group continues to work without a contract, I won't be surprised if many of us are out of work within the year, and the rest of us forced to accept pay cuts and a reduction in our benefits. 
No matter what happens, I want to look back and say I fought the good fight, and stood up for what I believe is right. How about you? Read more.

Big Crowds on Staten Island and Long Island
New York City had a great showing yesterday. On Staten Island, 65% of CWA L. 1102 members came out for a noontime rally.
A Long Island rally had an excellent turnout, with 500 members from CWA Locals 1104, 1105, and 1108 wearing black and accompanied by 3 giant inflatable rats. Read more.

Ramp It Up!

Verizon management seems to want to bury their heads in the sand.
Four days from expiration, they’re still looking for concessions that are simply unacceptable.
Members are doing a great job mobilizing, but apparently
management just isn’t listening.
We’ve got to ramp it up even more.
Here’s what some locals are doing:
On Monday, members of CWA L. 2011 in Clarksburg, WV, rallied before the 0800 tour outside a 140-worker CSSC. The local TV station and paper covered the rally. After work on Thursday, they’ll march through downtown Clarksburg to another work location, chanting, carrying signs and red balloons and, of course, dressed in red.
CWA L. 2275 had informational pickets at locations in Smithfield, Chesapeake, Virginia Beach, Manassas, and Stafford, Virginia.
CWA L. 13100 is also out practice picketing in Delaware. Tomorrow, CWA and IBEW will hold a joint noontime rally at Verizon’s office in Philadelphia.
Throughout New York City, workers at garages are rallying and going into work together every morning. Three or four hundred CWAers from L. 1108 and L. 1105 will rally on Long Island tonight. Another 400 or so are expected at tomorrow night’s L. 1109 rally in Brooklyn.
About 80 members of IBEW L. 2323 and community supporters rallied at a garage in Providence, RI, last Thursday. Supporters from the R.I. AFL-CIO, AFSCME Council 94, Teamsters L. 251, and Jobs with Justice joined the rally. This was the 4th “rolling rally” before expiration. The final rally will be at Verizon’s New England HQ at185 Franklin Street, Boston at 6:00 PM tomorrow. Read more.

Huge New York Rally, Strike Vote Put Verizon on Notice

The street outside Verizon’s headquarters turned red on Saturday. 6,000 members, retirees, and family members came out for one reason: to tell Verizon to get serious at the table or get ready to see us walk.

Our huge -- and loud! -- rally put management on notice of just how determined we are to win a fair contract that protects our jobs, benefits, and standard of living. Read the full story.

Keep It Going!

The rally was a great showing of strength and solidarity. Keep it up! Across VZ-East, locals are picketing, rallying, standing up, turning cubicles and bulletin boards red, letting friends and neighbors know what’s happening at Verizon, and getting ready to walk out if the company won’t agree to a fair contract.

Stay in touch with your local. Participate in all mobilization activities, including rallies and workplace picketing. Make sure your managers know that each of us is ready to do what it takes to protect our jobs, our benefits, our retirement security, and our standard of living!

Members voted overwhelmingly to authorize a strike if necessary. More than 91% of CWA and 95% of IBEW members voted "yes."

NY tech addresses CWA convention about Verizon Business
 
VZB tech Roger Reece of Hillburn, NY (at left) spoke passionately to CWA convention delegates about their campaign to form a union. He described one act of management intimidation this way: “I asked my manager when he thought we would be allowed to vote for a union. He hauled me into his office and gave me a verbal warning that if I even mentioned the word ‘union’ I would be subject to ‘strong disciplinary action’, which included possible ‘dismissal.’ I was stunned!” Read the full story.

Just Practicing . . . For Now
Just before the Mid-Atlantic bargaining committee met with the company, over 150 members from CWA Districts 1, 2, and 13 along with IBEW Locals 1944 and 827 participated in a rally outside of CWA headquarters to show their support for the committee. VZ-East Negotiations Focus on Jobs of the Future
Union leaders from CWA Districts 1, 2, and 13 and the IBEW are stressing the importance of job security in early negotiations with Verizon that are taking place in Washington and New York.

A June 16 update to local union presidents made the case: "Bringing in the best contract in the world won't mean much if the bargaining unit keeps shrinking until we end up with no work.  [T]hat's the course Verizon has been on: offering surpluses and backfilling with contractors; defining our work more and more narrowly; using call centers in Canada, the Philippines, Mexico, and India; moving bargaining unit work to lower-wage, lower-benefit workers at Verizon Business and Verizon Wireless; and busting organizing campaigns. What about health care?
At the start of a recent bargaining session, CWA Chief Negotiator Dennis Trainor strongly urged Verizon to join with CWA, other national unions and businesses to work for the enactment of a national health care program.  This would save Verizon billions of dollars and remove the issue from the bargaining table in the future.  Quoting CWA President Larry Cohen, Trainor told the Verizon representative to "get off our backs and get on our side" in this matter. Long Term Evolution (But for whom?)
Verizon is planning to use a technology called Long-Term Evolution (or LTE) for its 4G network. Verizon's Chief Technology Officer Dick Lynch says that the LTE network, "will be the first that truly bridges Verizon's wireline and wireless businesses... The LTE network, however, will bring true broadband speeds, off of which Verizon can hang services it has always reserved for wireline." Read the full story.

Michigan IBEW members fight contracting out trend
IBEW Local 1106 members have had a total of 226 Income Security Plan (ISP) offerings since Nov. 2007.  "The company declares a surplus, gets people to take the offer, and then backfills with contractors," said Local 1106 Business Manager Mike Brousseau.  "Good union jobs are being decimated." Verizon Business field technicians in Massachusetts and New York are updating the core membership about their efforts to unite in a union.  VZB techs are attending local union meetings and contract mobilization events to keep members informed about their campaign and build support for inclusion in the union. Honor Our Contract and Tear Down the Wall!

Thousands of CWA and IBEW members picketed at more than 250 Verizon locations on March 6 and March 13, carrying signs demanding that Verizon honor our contract.

Verizon management has sought to reach a new agreement with IBEW and CWA by May 1, 2008. After preliminary talks were suspended without any progress in December, Verizon initiated another round in February. But union leaders have insisted that if Verizon hopes to reach an early agreement on a new contract, it must respect the existing one. Read the full story.

Verizon Annual Meeting Set for May 1

Ironically, Verizon has chosen May 1, International Workers’ Solidarity Day, for its Annual Meeting. After last year’s raucous meeting in Pittsburgh, management has decided to move the location to Lincoln, Nebraska.

Critics Say Verizon Agreement 'Hoodwinks' DC

A price cap settlement reached with Verizon "hoodwinks District of Columbia residents," said Ruth Castel-Branco of DC Jobs with Justice, a local affiliate of the national labor and community coalition. "This agreement offers false solutions to serious quality of service complaints." The settlement was reached on March 5. Read the full story.

In 2005, when COTs and MAs at Verizon’s Maintenance Control Organization (MCO) in Long Beach, California, sought to unite in CWA, management for the most part honored an agreement to stay neutral during union elections. Sixty-five VZB techs signed a letter to VZB President John Killian and HR head Robert Toohey grieving management's decision to hire a lot of outside contractors. Stop the Sale Update
The movement in all three Northern New England states to oppose the proposed sale of Verizon to FairPoint keeps growing. A recent opinion survey showed that after learning specific details about FairPoint’s small size, fragile finances, and plans to only provide outmoded DSL service, more than 60% of the public thought the buyout was a “bad idea” or a “very bad idea.” Keep reading.

Four Electrocution Deaths Prompt Electrical Safety Agreement
Four Verizon technicians and union brothers have been killed in electrocution accidents over the last year and a half, and others have been seriously injured.Because of a settlement pushed by CWA after the electrocution death of a technician last year, Verizon in Maryland will train members on a full array of electrical safety and health issues.
